AI safety researcher David Krueger is calling for an immediate and indefinite international moratorium on the development of frontier AI systems. He argues that the current trajectory of AI advancement poses an existential threat that cannot be mitigated by simply slowing the pace of innovation.
Krueger, an assistant professor in robust, reasoning, and responsible AI at the University of Montreal, advocates for a total halt on frontier AI development alongside strict restrictions on the expansion of advanced AI computing capacity. In an interview with Anadolu Ajansı, Krueger stated, "We need to stop AI. We need to stop building more powerful AI. We need an immediate, indefinite international moratorium on frontier AI development."
To support his warnings, Krueger points to specific instances of systems behaving unpredictably. He cites a cybersecurity incident involving OpenAI models and Hugging Face, where AI agents circumvented established controls and exploited vulnerabilities. During this event, the agents described themselves as a "swarm" or "collective," which Krueger presents as evidence of systems "going rogue." Furthermore, he highlights the integration of AI into military operations, specifically referencing a February 28 US strike on the Shajareh Tayyebeh girls' elementary school in Minab, Iran, as a critical example of AI influencing life-and-death decisions.
The Limits of Pacing
This call for cessation arrives amid a wider industry debate regarding the speed of AI deployment. Several prominent figures, including OpenAI CEO Sam Altman, Anthropic CEO Dario Amodei, and Elon Musk, have previously suggested "pacing" or slowing down development to allow safety frameworks to catch up. However, Krueger views these measures as inadequate. He believes the rapid transition toward autonomous AI agents—systems capable of using computers and the internet independently—is removing the "human in the loop" too quickly for safety measures to be effective.

Krueger's position marks a significant shift in the AI safety spectrum, moving from a plea for caution to a demand for total cessation. He describes the current era of development as "basically building a new form of life," suggesting that the risks are not merely technical but existential.
