CAL FIRE deploys AI mapping to track 32 million acres for wildfire planning

The agency is using machine learning to automate the tracking of building footprints and access routes to sharpen evacuation and mitigation strategies.

The California Department of Forestry and Fire Protection (CAL FIRE) has implemented a new AI-driven mapping system to enhance wildfire preparedness across one-third of the state. The initiative leverages machine learning to provide high-precision data on the built environment, allowing the agency to better predict fire propagation and plan evacuation routes.

Under a three-year agreement with Ecopia AI, CAL FIRE is utilizing machine learning and Esri GIS mapping to monitor approximately 32 million acres of its service area. The system automatically tracks building footprints, roadway access, and defensible space. A critical feature of the technology is "change detection," which allows the agency to identify new, removed, or modified buildings on an annual basis, ensuring maps remain current as communities grow or rebuild after disasters.

A shift toward data-driven defense

This modernization effort comes as CAL FIRE shifts toward a data-driven decision-making strategy to combat the increasing vulnerability of both urban and wildland areas. These regions face hotter and drier conditions that heighten fire risks. The move follows a decade of increased funding from the California Legislature specifically intended to modernize the agency's research capabilities and firefighting tools.

Closing the capability gap

Accurate, real-time mapping of building proximity and access routes is essential for determining how a fire might spread and how residents can safely exit a danger zone. Previously, maintaining current data across such a vast landscape represented a significant capability gap for the agency. By automating the extraction of building footprints, CAL FIRE can now maintain updated data every fire season.

Mark Rosenberg, a research program specialist at CAL FIRE, noted that the technology allows the agency to analyze the proximity between buildings in communities. He explained that high standards for fire-prepared homes are difficult to achieve if another structure is located within 10 to 30 feet. According to Rosenberg, the combination of current GIS data and the use of dashboards is a "big game-changer" for the agency's operations.

Future implications

The integration of AI mapping allows CAL FIRE to move from static maps to a dynamic understanding of the landscape. As the agency continues its three-year partnership with Ecopia AI, the focus will remain on utilizing these automated insights to refine mitigation efforts and response strategies in an era of intensifying wildfire seasons.
