Israel launches 'Lived AI' strategy to transition to 'full stack nation'
A new five-year national plan integrates AI into public services and commits to massive hardware infrastructure, including 100,000 accelerators.
Israel has launched a comprehensive five-year national artificial intelligence strategy designed to embed the technology into every facet of public life. The plan, titled "Lived AI," marks a strategic pivot for the country as it seeks to evolve from a hub of individual startups into a coordinated global AI power.
Operating under the National Artificial Intelligence Directorate within the Prime Minister's Office, the initiative aims to integrate AI across healthcare, education, and government services. Central to this effort is the creation of the National Institute for impact-driven AI applications (NIIA), which will feature five "acceleration reactors"—regional laboratories dedicated to solving systemic challenges ranging from inclusive economic growth to national security.
Building the Hardware Foundation
To support these ambitions, the government has committed to significant infrastructure investments. The strategy outlines the development of a national computing base consisting of at least 100,000 advanced AI accelerators. Furthermore, the plan calls for the creation of a domestic quantum computer and a push to establish a chip fabrication facility capable of producing semiconductors at 5-nanometer technology or below.
Security and oversight are also core components of the rollout. In collaboration with the National Cyber Directorate, the government will develop new AI-security laboratories to defend critical systems. To manage the societal risks of automation, the plan establishes a National Ethics Council tasked with overseeing privacy, fairness, and algorithmic transparency within public services.
A Strategic Shift in Identity
Formulated under Government Resolution 4255, "Accelerating Artificial Intelligence in Israel and Establishing Global Leadership," the plan leverages the country's existing dominance in cyber defense. The state now intends to scale this technical expertise through a coordinated national effort.
This move represents a departure from Israel's traditional economic model. Rather than relying on the organic growth of isolated tech companies, the state is adopting a led-infrastructure approach. "This is Israel's move from startup nation to full stack nation," said Brig. Gen. (Res.) Erez Askal, Head of Israel's National Artificial Intelligence Directorate. "We have done this before. We will do it again."
The Path to Implementation
By focusing on "Lived AI"—the practical application of technology in daily life—rather than simply competing to build the largest foundational models, Israel is attempting to carve out a specific competitive advantage. The success of the plan will depend on the government's ability to execute these massive hardware commitments and successfully integrate AI into rigid public bureaucracies.
Observers will now be watching for the first operational milestones of the NIIA's acceleration reactors and the timeline for the 5-nanometer fabrication facility, which would significantly reduce the nation's reliance on external hardware supply chains.
