The Department of the Navy has launched a comprehensive artificial intelligence and data strategy to transform the service into an "AI-first" maritime force. The initiative signals a fundamental shift for the Navy and Marine Corps, moving away from isolated technology demonstrations toward measurable operational outcomes.
Central to this approach is what Navy CTO Justin Fanelli describes as "permission to sprint." Under this guidance, the department is adopting a "wartime footing" for development—a posture where the risks of failing to move quickly are viewed as more dangerous than the risks of imperfect alignment. This strategic pivot aims to ensure that speed becomes the decisive variable in maintaining maritime dominance.
The Bits2Effects Framework
To operationalize this velocity, the Navy is implementing the "Bits2Effects Cycle," a five-stage framework designed to streamline the pipeline from raw data to combat action. The cycle consists of instrumentation and collection, data transport, classification and access, development and analytics, and the testing and employing of effects.
To track the success of this pipeline, the Navy has established a new primary performance metric: "mean time to effect" (MTTE). This metric specifically measures the speed at which the service can transform raw data into tangible battlefield outcomes, shifting the focus from the activity of development to the reality of the result.
Shifting to a Software-Defined Fleet
This pivot is driven by the necessity to compress the OODA loop—observe, orient, decide, act—to counter adversaries capable of rapid adaptation in protracted conflicts. By moving toward a "software-defined fleet" model, the Navy intends to replace rigid procurement cycles with a modular architecture. This allows the service to iterate and deploy capabilities in months rather than years, potentially neutralizing the development advantages of faster-moving competitors.
Future Milestones
The strategy outlines concrete steps for the coming years, including the establishment of an AI War Council to oversee implementation. Furthermore, the Department of the Navy plans to begin deploying generative AI capabilities directly aboard ships by the first quarter of fiscal 2027.
As the service transitions to this high-velocity model, the focus remains on ensuring that every technological investment connects directly to a combat outcome. The success of the strategy will depend on the Navy's ability to maintain this "wartime footing" across its vast procurement and operational infrastructure.
