A study from the University of Cambridge reveals that Boko Haram and the Islamic State West Africa Province (ISWAP) have established dedicated AI units to solve complex operational problems.
According to research conducted by Antonia Juelich, the International Security Lead at CASP, these groups utilize models including ChatGPT, Claude, Gemini, Grok, and DeepSeek. The study, based on nearly 60 interviews with 27 former members of Boko Haram and ISWAP, found that these AI units are used for attack planning, weapons troubleshooting, and the development of explosive devices. To obtain restricted information, insurgents bypass safety filters by disguising their prompts as academic, engineering, or hobbyist projects. In some instances, the groups used AI to determine how to modify motorcycles to jump over military trenches, a maneuver inspired by cinema.
The Shift to Institutionalized AI
For years, militants in Nigeria's North-East employed digital tools primarily for propaganda and communication. However, the transition to frontier AI marks a shift from casual usage to a structured system of technical support. This institutionalization coincides with a period of increased coordination and capability among these groups, characterized by the overrunning of military bases and the deployment of modified commercial drones.

The emergence of internal AI units suggests that the safety guardrails implemented by AI developers are insufficient against determined users who receive specialized coaching. Reports indicate that Islamic State operatives have provided training and assistance to help these units effectively use these tools. By transforming AI into a force multiplier, these groups can rapidly overcome technical hurdles in weaponry and tactics that previously required expert trainers or physical manuals.
