Oklahoma Launches BEACON, First Enterprise AI Platform for State Government

The Sooner State appoints its first Chief AI Officer and deploys a governed framework for 125+ agencies to scale artificial intelligence without fragmenting security or oversight.

Oklahoma became the first state to deploy an enterprise-wide artificial intelligence platform, launching BEACON this week as a centralized framework for AI adoption across more than 125 state agencies, boards, and commissions.

The platform, developed by the Office of Management and Enterprise Services (OMES) Information Services division, provides shared security protocols, governance standards, and data infrastructure to prevent the fragmented AI adoption that has plagued other government modernization efforts.

"Modernization is not optional," said State CIO Dan Cronin, who oversaw BEACON's development. "We are building a more agile state government and setting a standard for the nation."

The initiative marks the first major deployment under Tai Phan, Oklahoma's first Chief AI and Technology Officer. Phan was appointed in November 2025 and led the platform's implementation ahead of its July 2026 launch.

BEACON operates under what OMES calls an "Accountable Innovation Operating Model," moving the state from isolated pilot projects to enterprise-scale AI adoption. Rather than allowing individual agencies to procure disparate AI tools, the platform establishes common standards that reduce duplication while maintaining centralized oversight.

Two lighthouse applications are in beta testing: an Administrative Rules Modernization tool that helps agencies navigate regulatory requirements, and a Procurement Guidance Assistant that streamlines purchasing workflows. Both will serve as templates for additional AI-powered services across state government.

Governor Kevin Stitt framed the launch as central to his economic development agenda. "Oklahoma is committed to being a top ten state for business, and that means using the best tools available," Stitt said. "We are equipping our agencies to work smarter, deliver results faster and serve Oklahomans more effectively."

The platform's architecture addresses a core challenge in government technology: balancing innovation with accountability. By providing shared infrastructure rather than agency-specific solutions, BEACON aims to reduce costs through economies of scale while maintaining uniform security standards across all state operations.

State officials declined to provide specific metrics on projected time savings or cost reductions, noting that performance data will be published after the lighthouse applications complete beta testing. The OMES press release displayed placeholder graphics for quantitative benchmarks rather than concrete figures.

Oklahoma's approach contrasts with states that have allowed individual departments to pursue AI initiatives independently. Those fragmented efforts have resulted in duplicated procurement costs, inconsistent security postures, and difficulties scaling successful pilots across agency boundaries.

The BEACON platform will be available to all executive branch agencies, with additional onboarding scheduled throughout the remainder of 2026. OMES officials indicated that the Accountable Innovation Operating Model could serve as a template for other states seeking to deploy AI at scale while maintaining centralized governance.
