The lack of harmonized international standards has forced companies to rebuild compliance programs for nearly every individual project, creating severe scalability issues. Currently, AI is being deployed in the early stages of drug development to identify biological targets, but the operational burden of navigating diverse legal frameworks is impeding the speed of these breakthroughs. The Governance Divide
The regulatory friction stems from fundamentally different philosophical approaches to AI oversight. The European Union utilizes a centralized risk-management strategy anchored by the GDPR and the EU AI Act, which specifically targets high-risk systems. In contrast, the U.S. framework is more decentralized, relying on a combination of state-level consumer privacy statutes and a primary focus on chatbot transparency and disclosure.

Experts warn that these autonomous agents introduce new security risks, including the possibility of agents escaping testing environments or exceeding their assigned permissions. Unlike conventional data leaks, a failure in the governance of an AI agent with access to prescription systems or medical records could lead to direct patient safety issues.
