Vermont Taps UVM’s Kirk Dombrowski to Lead AI Economic Acceleration

Governor Phil Scott has appointed Kirk Dombrowski, the University of Vermont’s Vice President for Research and Economic Development, to the Vermont Artificial Intelligence Economic Task Force. The appointment places a high-ranking academic leader at the center of the state's strategy to integrate artificial intelligence into its economy.

Dombrowski will chair the "Economic Acceleration" working group, one of three specialized teams within the broader task force. This group is charged with developing a comprehensive AI readiness framework and identifying high-value opportunities where AI can stimulate economic growth. The broader task force is a cross-sector effort, drawing members from 10 counties and representing industries including healthcare, energy, nonprofits, higher education, and economic development. Alongside Economic Acceleration, the task force operates working groups focused on community resilience and small business competitiveness.

Balancing Innovation and Regulation

This initiative comes as Vermont navigates a complex transition toward AI adoption. State lawmakers are currently weighing legislation to regulate AI data centers, while the public continues to express concerns regarding the technology's societal impact. Governor Scott has emphasized the need for a cautious, informed approach to the transition. "As a result of this new technology, I believe we need to do our homework to understand how it can help us while also addressing some of the challenges that come with it," Scott stated.

Strategic Academic Integration

By appointing Dombrowski, the state explicitly links its economic strategy to the research capabilities of the University of Vermont. Dombrowski is already embedded in the technology's implementation, co-chairing UVM's internal AI Taskforce alongside CIO Kellie Campbell. This dual role creates a direct pipeline between academic research and state-level policy execution.

For the state, the goal is to ensure that the benefits of AI are not concentrated solely in urban tech hubs but are distributed across various geographic regions and sectors. Dombrowski believes the state is well-positioned for this transition, noting that Vermont possesses the "talent, creativity, and collaborative spirit" necessary to lead in the responsible adoption of the technology.

As the Economic Acceleration group begins its work, the state will await the first iteration of the AI readiness framework. The success of the task force will likely depend on its ability to translate high-level research into actionable tools for small businesses and rural communities.
