To secure more favorable terms, the FAS advocates for Community Benefits Agreements (CBAs). These contracts ensure developers provide tangible local gains, such as infrastructure upgrades, local hiring commitments, and sustainable practices. The guide notes that CBAs should supplement—rather than replace—local zoning ordinances, as neither tool can fully cover the scope of the other on its own.
Guarding Public Revenue and Land
