HMRC awards £37m SAP migration contract to long-term partner Capgemini
The deal extends Capgemini's relationship with the UK tax collector toward a third decade, raising questions about vendor lock-in.
HM Revenue & Customs (HMRC) has awarded a £37 million contract to Capgemini to migrate its core tax management infrastructure to a modern SAP platform. The move ensures the continuity of a system critical to the UK's fiscal operations through 2032.
The contract focuses on migrating the Enterprise Tax Management Platform (ETMP) from SAP ECC 6.0 to S/4HANA. The ETMP is a massive operation, serving 40,000 users and processing more than £800 billion in annual tax revenue and payments. According to HMRC, the procurement was conducted via Lot 3 of the Digital & Legacy Application Services (DALAS) framework, a competitive pool that includes IBM, Accenture, Atos, CGI, and Cognizant.
A decades-long partnership
Capgemini is not a new face at HMRC; the firm has served as a lead technology supplier since the 2004 Aspire contract. This latest deal potentially extends that relationship to 28 years. However, this partnership has a history of financial volatility. In 2014, the National Audit Office (NAO) reported that spending on the Aspire project was projected to hit £10.4 billion, a massive leap from the original £4.1 billion estimate. During the first decade of that contract, a parliamentary committee noted that Capgemini and Fujitsu generated £1.2 billion in combined profits.
The risk of vendor lock-in
The award highlights a persistent trend of dependency on legacy suppliers within the UK public sector. Research conducted by Tussell and The Register indicates that HMRC has awarded £3.8 billion in contracts since 2020 to firms previously involved in the Aspire project. This pattern suggests a high reliance on legacy knowledge, which critics argue can limit the government's ability to secure competitive pricing or pivot to newer technologies.
This dependency is further evidenced by a separate £275 million contract awarded to SAP in January for S/4HANA. That specific deal was awarded without competition, with HMRC citing SAP as the only supplier possessing the necessary sovereign capability.
Future outlook
Andy Allen, Relationship Director at Capgemini, described the migration as a complex and important program designed to ensure resilience and a platform fit for the future. While the current migration aims to modernize the ETMP, the broader challenge for HMRC remains balancing the need for stability with the goal of reducing long-term vendor lock-in. Observers will be watching whether the transition to S/4HANA opens the door for more diverse suppliers or further cements the existing ecosystem.
