Switzerland to deploy open-source office suite for 3,000 federal employees

The Swiss Federal Chancellery has launched a strategic program to implement a sovereign, open-source office software suite as an alternative to Microsoft 365. The move ensures that critical government processes remain operational even during a crisis or the failure of proprietary cloud services.

As part of the rollout, the government aims to equip approximately 3,000 federal employees with the free and open-source software (FOSS) solution by the end of 2027. The initial implementation phase is estimated to cost approximately 9 million Swiss francs (CHF). This follows a successful proof-of-concept, known as PoC BOSS, in which 172 employees tested "openDesk," a platform developed by the German Center for Digital Sovereignty (Zendis).

The push for digital sovereignty

This initiative is part of a broader movement across European governments to establish "digital sovereignty" and reduce systemic dependency on U.S.-based cloud providers. In developing its strategy, Switzerland consulted with the German state of Schleswig-Holstein, which has already implemented a similar open-source approach to migrate away from proprietary ecosystems.

Mitigating vendor lock-in

The shift represents a significant strategic pivot for the Swiss government to mitigate the risks associated with vendor lock-in. By moving critical administrative infrastructure to a sovereign stack, the government aims to protect itself from the geopolitical or technical vulnerabilities inherent in relying on a single American Big Tech provider for essential state functions.

While the current focus remains on the initial 3,000-employee deployment, the project serves as a blueprint for how national governments can maintain operational continuity.
