Amazon decentralizes e-commerce cloud to combat AI-driven power crunch
The retail giant is shifting operations away from massive AWS hubs to smaller regions as data center capacity hits record lows.
Amazon is redesigning the cloud infrastructure powering its global e-commerce operations to protect its retail empire from a systemic shortage of electricity and data center space. Through an internal initiative known as "Region Flex," the company is moving away from a centralized model toward a more distributed architecture.
The project aims to decentralize online retail operations, shifting them from a few massive Amazon Web Services (AWS) hubs to a larger number of smaller-scale regions. The initiative specifically targets a reduction in the concentration of e-commerce workloads in major hubs such as Dublin, Ireland, and Northern Virginia. This strategic pivot is designed to mitigate the risks associated with expanding in power-constrained areas while simultaneously improving overall service resilience.
The AI Capacity Crunch
This overhaul comes as the surge in generative AI creates an unprecedented global demand for computing power and electricity. The scramble for capacity has left the industry struggling to find available space; North American data center vacancy rates plummeted to a record low of 1.4% by the end of 2025, according to CBRE data.
While Amazon has aggressively expanded its AWS footprint, the scale of the AI boom has outpaced the available infrastructure. Amazon CEO Andy Jassy has explicitly identified power as the "single biggest constraint" for the company's growth. Jassy has warned that despite these expansions, the company will still not have enough capacity to meet the projected demand for 2026 and 2027.
Prioritizing Resilience Over Efficiency
The shift to Region Flex signals that the AI boom is forcing the world's largest e-commerce operator to fundamentally alter its operational architecture. Traditionally, centralized hubs offer higher hosting efficiency and lower costs. By distributing workloads across more regions, Amazon is intentionally sacrificing some of that optimization in favor of availability.
For the broader industry, this move highlights a critical inflection point where the demand for AI compute is cannibalizing the resources required for traditional cloud services. Amazon is effectively prioritizing risk mitigation to ensure that its retail operations do not stall due to localized power shortages or a lack of physical data center space.

As Amazon continues the rollout of Region Flex, the company will need to balance the increased operational complexity of a decentralized system against the volatility of the energy market.
