India's Data Centre Surge Strains Water-Stressed Regions
Rapid infrastructure growth to support AI and cloud services is triggering severe groundwater depletion in critical urban hubs.
India's rapid expansion of data centre infrastructure is creating a critical ecological conflict as the demand for digital capacity clashes with dwindling water supplies. The surge, driven by the global AI race and data localization laws, is placing unprecedented strain on electricity grids and aquifers in some of the country's most water-scarce regions.
Between 2020 and 2025, India's data centre capacity grew fourfold, rising from 375 MW to approximately 1,500 MW. This industrial acceleration has come with a heavy environmental price tag; data centres across the country consumed approximately 150 billion litres of water during the 2024-2025 period. The impact is most acute in the Ghaziabad region, where groundwater extraction reached approximately 272% of the recommended annual extractable share.
The Geography of Scarcity
The boom is concentrated in major hubs including Chennai, Hyderabad, Mumbai, and Bengaluru. However, the World Resources Institute (WRI) classifies these primary hubs as either "Water Stressed" or "Water Scarce." This misalignment between infrastructure placement and natural resource availability has created a volatile environment where high-tech facilities compete directly with local residents for basic drinking water.
Prateek Aggarwal, a senior representative of the Council on Energy, Environment and Water (CEEW), notes that the primary strain in the National Capital Region stems from multiple facilities sharing a single aquifer rather than the impact of any one individual project. This cumulative effect is exacerbated by government incentives, such as those in Uttar Pradesh, which promise 24/7 water and power to attract investment, often without mandatory transparency regarding actual resource consumption.
Social and Regulatory Risks
The conflict represents a significant distributive injustice, where the requirements of the digital economy override the basic needs of marginalized populations. As AI continues to increase the heat load of servers, the demand for cooling will only intensify. Without a conclusive regulatory framework for water and energy disclosure—similar to standards found in the EU—experts warn of severe groundwater depletion and the potential for local microclimate warming in vulnerable urban areas.
Gayatri Naik, co-director of the Center for Environmental Law, Education, Research and Advocacy, has questioned how a balance can be struck between essential drinking water and the demands of companies extracting resources from scarce areas.
Future Projections
The trajectory of growth suggests the crisis may deepen. Bernstein estimates that India's data centre capacity could reach as much as 8 GW by 2030. As the country strives to become a regional digital hub, the industry faces a looming reckoning over whether its growth is sustainable or if it will permanently compromise the water security of India's largest cities.
