Data centers in Southern Nevada are facing increasing regulatory scrutiny as their water consumption clashes with a severe regional water crisis. Local governing bodies are now moving to restrict the expansion of tech infrastructure to protect critically over-appropriated aquifers in one of the most drought-prone regions of the U.S.

The tension reached a tipping point in the Pahrump Valley, where the Nye County Water District Governing Board issued a non-binding emergency order requesting a moratorium on new data centers. This move aims to safeguard local water security against the demands of industrial cooling. In Clark County, the Southern Nevada Water Authority has already taken a more direct approach by implementing prohibitions or strict limits on the use of evaporative cooling for data center operations.

The Cost of Cooling

The scale of water use by these facilities is stark. Google operates the most water-intensive data center in Southern Nevada; specifically, Google's single facility in Henderson consumed more than 352 million gallons of water in 2024. This level of consumption is particularly contentious given that Nevada is currently under federal water shortage declarations.

Micheal Lach, a member of the Nye County Water Board, highlighted the ethical and practical dilemma facing local officials. "I think the question to this board is ‘how many acre feet as a board member would you be willing to give up of Pahrump’s water to a data center,'" Lach stated.

A Growing Infrastructure Strain

While Nevada's data center market is smaller than established hubs like Northern Virginia, it is currently among the fastest-growing in the country. This surge in infrastructure is driven by the rapid expansion of cloud computing and artificial intelligence, both of which require massive amounts of power and cooling. The growth coincides with projections that Nevada's overall energy demand could double by 2030, placing further pressure on already strained utility resources.

Industry Implications

This conflict underscores a growing friction between the global demand for AI capacity and the environmental limits of arid geography. The use of water-intensive evaporative cooling in areas like the Pahrump Valley is forcing a reconsideration of how land-use and water-use permits are granted for tech infrastructure. As water scarcity intensifies, the industry may be forced to pivot toward air-cooling or closed-loop systems to maintain viability in the Southwest.

Future Outlook

Observers are now watching whether the non-binding request in Nye County will evolve into formal legislation or permanent zoning restrictions. While the Southern Nevada Water Authority has already set precedents in Clark County, the broader challenge remains: balancing the economic allure of the tech sector with the physical reality of a disappearing water supply.
