Texas Pauses AI Data Center Grid Connections to Protect Power Stability

Texas is hitting the brakes on the rapid expansion of AI infrastructure to protect its electrical grid. Governor Greg Abbott has ordered the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to conduct a comprehensive audit of data centers seeking grid interconnection, effectively pausing new connections while regulators verify the viability of these projects.
The directive comes as the state faces an unprecedented wave of energy requests. Approximately 90% of the 474 gigawatts of large-load interconnection requests currently under review by ERCOT originate from data center projects. The audit will scrutinize projected electricity demand, water consumption, ownership, tax incentives, and generation plans. Projects that fail to meet these regulatory reviews may be denied access to the grid entirely. Governor Abbott emphasized the necessity of the move, stating, "Our top priority is to protect Texans' safety and quality of life... Simply put, Texans must come first."
The Infrastructure Bottleneck
Texas has long been a magnet for cloud computing and AI hubs due to its vast land availability and existing transmission networks. However, the state's independent grid has a documented history of reliability failures during extreme weather events. The sudden rise of generative AI has accelerated the demand for "hyperscale" data centers, creating a direct conflict between the state's economic development goals and the physical limits of its power infrastructure.
The pressure is most acute in the Dallas-Fort Worth area. Within the Oncor service territory, large-load requests are projected to climb from roughly 5 gigawatts in 2026 to over 109 gigawatts by 2032. To put that scale in perspective, this projected demand in a single region would exceed ERCOT's all-time peak demand record for the entire state, which stands at approximately 85.5 gigawatts.
Industry Implications
This regulatory pivot signals a shift in priority, where state governments are beginning to value residential grid stability over the unchecked growth of AI infrastructure. For years, Texas has maintained a reputation as a business-friendly environment with minimal regulatory friction. If the state continues to restrict growth due to power constraints, it could establish a global precedent for "power-ceiling" bottlenecks, forcing the AI industry to rethink where and how it scales.

While the pause is significant, there is a notable loophole for developers. The connection pause does not apply to data center projects that build their own on-site power generation. This may push the industry toward decentralized energy solutions or private microgrids to bypass the ERCOT bottleneck.
