Bhutan Taps 3iQ Corp to Manage Bitcoin Reserves for Gelephu Mindfulness City

The Himalayan kingdom is leveraging a pledge of up to 10,000 BTC to fund a new special administrative region designed as a sustainable economic hub.

Bhutan has appointed Canadian digital asset manager 3iQ Corp to oversee a portion of its Bitcoin reserves to fund the development of the Gelephu Mindfulness City (GMC). The move marks a strategic transition for the kingdom as it shifts from the quiet accumulation of digital assets to the active financing of a massive urban project.

3iQ will manage assets drawn from a pledge of up to 10,000 BTC. These funds are earmarked for the GMC, a special administrative region in southern Bhutan envisioned as a global digital financial hub. The project aims to integrate innovation and sustainability with the nation's core values of mindfulness. Jigdrel Singay, a GMC Board Director, highlighted 3iQ’s institutional expertise and the firm's commitment to transferring knowledge and building local capabilities within the region.

A Strategic Pivot in Sovereign Wealth

Bhutan's entry into the cryptocurrency market was not an overnight decision. The government began mining Bitcoin in 2019, utilizing its abundant hydroelectric power to build a significant treasury over several years. While the kingdom previously kept its mining operations largely under wraps, the partnership with 3iQ signals a new era of transparency and strategic deployment.

By selecting 3iQ—a Toronto-based firm and Canada's oldest digital asset fund manager—Bhutan is opting for regulated, institutional-grade oversight. 3iQ is majority-owned by Japan's Coincheck Group, providing a bridge between North American regulatory standards and Asian financial markets. Pascal St-Jean, CEO of 3iQ, stated that there is a clear alignment between the firm and the GMC’s vision to attract global talent while upholding Bhutan’s environmental and cultural principles.

Implications for Sovereign Digital Treasuries

This partnership is a significant case study in how sovereign nations can utilize volatile digital assets to seed tangible infrastructure. By earmarking a specific amount of BTC for a special economic zone, Bhutan is attempting to diversify its economy away from its traditional reliance on tourism and hydropower. This approach mirrors the "crypto-city" ambitions seen in other nations, such as El Salvador, but with a distinct focus on mindfulness and sustainability.

For the broader industry, the move validates the role of professional asset managers in handling sovereign wealth. It suggests that as more nations accumulate digital assets, the demand for regulated, third-party treasury management will grow to mitigate risk and ensure professional execution of large-scale capital deployments.

The Road Ahead

As the Gelephu Mindfulness City begins to take shape, the global community will be watching how the 10,000 BTC allocation is liquidated or leveraged to fund construction and attract tech talent. While the financial framework is now in place via 3iQ, the success of the project depends on Bhutan's ability to balance high-tech financial innovation with its strict adherence to cultural preservation. The project remains a primary test of whether a "mindfulness-based" economic hub can realistically compete with traditional global financial centers.
