Cboe Seeks SEC Approval for First 3x Leveraged Bitcoin and Ethereum ETFs

Cboe Global Markets has filed a proposal with the U.S. Securities and Exchange Commission to launch the first 3x leveraged Bitcoin and Ethereum ETFs. The move signals a push to bring high-volatility, aggressive trading instruments to the regulated U.S. cryptocurrency market.
According to the filing, the proposed funds are designed to deliver three times the daily performance of Bitcoin and Ethereum futures benchmarks listed on the Chicago Mercantile Exchange (CME). Unlike spot ETFs, these products will utilize futures contracts to achieve their leverage rather than holding the underlying digital assets directly. To maintain the 3x target, the ETFs will employ a daily recalibration mechanism, resetting positions at the close of each trading day.
The Shift Toward Aggressive Instruments
This proposal follows the landmark approval of spot Bitcoin and Ethereum ETFs, which opened the door for traditional capital to enter the crypto space. While spot products provide direct exposure, financial institutions are now seeking more sophisticated tools to attract short-term traders and institutional players. While leveraged ETFs are a staple of equity markets—most notably seen in products tracking the Nasdaq-100—they represent a new frontier for U.S.-regulated cryptocurrency products.
Institutional Access and Volatility Risk
If approved, these ETFs would provide a regulated bridge for institutional investors to gain high-leverage exposure to crypto volatility. This allows firms to speculate on price movements without the operational burden of managing private keys or the legal risks associated with offshore derivatives.
However, the structure of the funds introduces significant risk for the investor. Because the ETFs reset daily, they are subject to compounding effects known as volatility decay. In choppy markets, the daily reset can cause long-term returns to deviate sharply from the expected 3x benchmark, potentially eroding value even if the underlying asset remains flat over time.
