Circle has unveiled Arc, a stablecoin-native Layer-1 blockchain, marking a fundamental shift as the company evolves from a digital asset issuer into a comprehensive financial infrastructure provider. The launch coincides with the company's Q2 2026 earnings report, signaling a strategic move to own the entire infrastructure stack.

The company raised $222 million in a presale for the Arc blockchain token, valuing the network at $3 billion on a fully diluted basis. The funding round was led by Andreessen Horowitz, which contributed $75 million, and included participation from major institutional players such as BlackRock and Apollo Funds. To support the new network, Circle has doubled its full-year guidance for "Other Revenue," now projecting between $310 million and $330 million. This growth outlook arrives alongside strong core metrics, with USDC circulation increasing to $77 billion and transaction volume reaching $21.5 trillion.

The Shift to Infrastructure

Historically, Circle operated as a service provider, relying on external networks like Ethereum and Solana to facilitate the movement of USDC. By launching Arc, Circle is attempting to internalize its infrastructure. This transition reflects a broader industry trend where financial institutions are moving on-chain and increasing the adoption of tokenized assets. The Arc token supply is set at 10 billion, with 60% allocated for ecosystem participants and 25% held by Circle.

Institutional Implications

This pivot from stablecoin issuer to blockchain operator signals a growing institutional appetite for regulated, stablecoin-native operating systems. The backing from Wall Street firms like BlackRock and Apollo suggests the industry is seeking infrastructure capable of supporting automated settlement and AI-driven financial operations. Circle CEO Jeremy Allaire emphasized this vision, stating that blockchain infrastructure is becoming as important as cloud platforms and describing Arc as an "operating system for economic activity."
