Circle to Launch Arc Blockchain for Institutional Finance on September 16
The USDC issuer is debuting a stablecoin-native Layer-1 network designed to remove volatility from blockchain transaction fees.
Circle, the issuer of the USDC stablecoin, is launching Arc, a purpose-built Layer-1 (L1) blockchain designed to serve as a foundation for institutional finance and real-time payments. The public mainnet is scheduled to go live on September 16, 2026.
Arc is an EVM-compatible network that fundamentally alters the blockchain cost model by using USDC as its native gas token. This design ensures that transaction fees remain predictable, eliminating the need for institutions to hold volatile crypto assets to maintain network operations. To support the launch, Circle raised $222 million through a private presale of 740 million ARC tokens priced at $0.30 each, a move that values the network at $3 billion. This funding round included participation from major financial institutions and venture firms, including BlackRock, Apollo, and a16z crypto.
The Shift to an 'Economic OS'
Historically, Circle has operated USDC as an asset deployed across third-party networks such as Ethereum and Solana. The development of Arc marks a strategic pivot from being solely an asset issuer to providing the underlying infrastructure for the stablecoin ecosystem. Circle describes Arc as an "Economic OS for the internet," intending it to be an open platform capable of supporting financial markets, real-time money movement, and agentic economic activity.
This transition comes as Circle experiences significant revenue growth and a rising demand for institutional-grade onchain rails. By controlling the Layer-1 environment, Circle can optimize the network specifically for the requirements of regulated finance rather than general-purpose decentralized applications.
Bridging Wall Street and Web3
Arc integrates several high-performance technical features aimed at reducing the friction points that have historically deterred large-scale institutional adoption. The network offers sub-second transaction finality and includes a built-in institutional Request for Quote (RFQ) foreign exchange (FX) engine. Additionally, the protocol incorporates opt-in privacy controls, allowing institutions to manage the visibility of their transactions according to regulatory and corporate needs.
By combining a stable gas token with specialized FX tools and privacy layers, Arc attempts to bridge the gap between traditional Wall Street operations and decentralized technology. This architecture is specifically targeted at cross-border payments and the management of tokenized assets, where predictability and privacy are paramount.
Looking Ahead
Following a period in private mainnet with more than 100 builders, the industry will now watch for the September 16 launch to see if the network can attract a critical mass of institutional liquidity. The primary metric for success will be whether the removal of gas volatility and the addition of native FX tools are sufficient to migrate significant volumes of traditional financial activity onto the Arc blockchain.
