FRSC builds safety framework for Nigeria's electric and CNG vehicle shift
The Federal Road Safety Corps is partnering with six agencies to regulate the transition to cleaner energy mobility and mitigate new road risks.
The Federal Road Safety Corps (FRSC) is developing a comprehensive safety, regulatory, and enforcement framework to manage the adoption of electric vehicles (EVs) and compressed natural gas (CNG) vehicles. The initiative ensures that Nigeria's shift toward cleaner energy does not introduce new risks to road users.
Speaking at the third Nigeria Auto Industry Summit, Corps Marshal Shehu Mohammed detailed the agency's efforts to align with President Bola Tinubu's 'Renewed Hope Agenda.' To build this framework, the FRSC is collaborating with a coalition of agencies: the Presidential Initiative on Compressed Natural Gas (Pi-CNG), the National Automotive Design and Development Council (NADDC), the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), the Standards Organisation of Nigeria (SON), the Nigerian Electricity Regulatory Commission (NERC), and the Nigerian Institute of Transport Technology (NITT).
Proposed safety measures include the operationalization of the National Gas Vehicle Management System (NGVMS) and the introduction of dedicated number plates for EV and CNG vehicles to allow for easier identification. Additionally, the FRSC is currently supporting the pilot deployment of electric vehicles within Abuja.
The Shift to Cleaner Mobility
Nigeria is pushing for a transition toward cleaner mobility to reduce its dependence on fossil fuels and lower overall transportation costs. This transition involves a dual approach: the importation of factory-built EVs and CNG vehicles, and the conversion of existing petrol and diesel vehicles to run on CNG.
This shift necessitates a fundamental change in how the state handles roadworthiness and emergency responses. Because these vehicles operate on different mechanical and chemical principles than internal combustion engines, traditional safety protocols are no longer sufficient. As Corps Marshal Mohammed noted, "Cleaner mobility must also be safer mobility."
Industry Implications and Risks
As alternative fuel technologies enter the mainstream, the industry faces specific technical challenges. For electric vehicles, the FRSC has identified high-voltage battery risks during crashes and the silent operation of motors—which increases the risk of accidents involving pedestrians—as primary concerns. There is also a critical need for specialized technician training to handle these systems safely.
Without standardized conversion centers and emergency responders trained to manage high-voltage batteries or gas leaks, the environmental benefits of clean energy could be offset by an increase in specialized road accidents and rescue failures. "Innovation must never outrun regulation, training and emergency preparedness," Mohammed stated.
Next Steps for Regulation
The FRSC will continue to work with its partner agencies to standardize vehicle conversions, inspections, and emergency response protocols. The focus remains on creating a regulatory environment where the deployment of new energy vehicles is matched by the capacity of safety officers and technicians to manage them.
