Toyota to Launch 'Level 2++' Autonomous System in 2028 With AI Guardrails
The automaker is opting for a safety-first architecture to monitor AI behavior, diverging from Tesla's end-to-end approach.
Toyota plans to introduce a new "Level 2++" advanced driver assistance system in 2028, aiming to provide point-to-point supervised driving. The company intends to expand the technology across a wider range of its vehicle lineup by 2030.
Unlike the end-to-end neural network approach utilized by Tesla, Toyota is implementing a "guardrail" system. This architecture pairs AI with a rules-based monitoring layer designed to detect and block unexpected or unsafe AI behaviors in real time. While the underlying technology is developed to Level 4 standards, Toyota will market the system as "Level 2++"—a designation for capabilities that sit between standard supervised highway assist and eyes-off autonomy. According to Akihiro Sarada, head of Toyota’s Software Development Center, the company will develop Level 4 tech from a technical standpoint but offer it commercially as Level 2++ to ensure "safety and explainability."
The Shift Toward Explainability
This strategic choice comes as the autonomous driving landscape is currently dominated by U.S. and Chinese firms. While competitors like Rivian and Mercedes-Benz are also developing point-to-point supervised systems, Toyota is positioning itself as a conservative alternative to the "black box" nature of pure AI. By maintaining a rules-based guardrail, Toyota aims to avoid the unpredictability associated with systems that rely solely on deep learning. This approach aligns with Japan's broader national goals, as the country has already legalized Level 4 systems and is targeting the deployment of 10,000 Level 4 commercial vehicles by 2030.

Toyota's decision to sell Level 4-capable technology under a Level 2++ label is a calculated move to balance high-end performance with legal protection. By keeping the driver officially responsible for the vehicle's operation, Toyota mitigates the liability risks associated with full autonomy while still providing a superior technical experience. Beyond consumer vehicles, Toyota is exploring a partnership with Waymo to develop an autonomous vehicle platform. Reports indicate the automaker is in talks to potentially incorporate Waymo’s technology into personally owned Toyota vehicles, which would mark a significant entry into the robotaxi and high-autonomy market.
