Amazon has filed an application with the Federal Communications Commission to deploy up to 5,105 satellites capable of beaming text, voice, and data directly to compatible mobile phones, marking a direct challenge to SpaceX's Starlink Mobile service already operating in the direct-to-cell market.

The proposed constellation represents a significant expansion of Amazon's satellite ambitions beyond its existing Project Kuiper broadband network, which consists of 3,236 authorized satellites. While Kuiper focuses on high-speed internet delivered to ground terminals, the new direct-to-device (D2D) system would eliminate the need for traditional cell towers in remote and underserved regions.

Strategic Timing and Competition

The filing escalates what industry observers have dubbed the "space race" for mobile connectivity. SpaceX's Starlink has already begun testing direct-to-cell capabilities, giving it an early-mover advantage in a market Amazon now seeks to enter.

The D2D service would allow smartphones to connect directly to satellites from space, potentially eliminating cellular dead zones across vast geographic areas. This capability could prove particularly valuable for emergency services, rural communities, and maritime or aviation applications where terrestrial infrastructure remains sparse or nonexistent.

Globalstar Acquisition Powers the Push

Amazon's satellite ambitions received a major boost in April 2026, when the company announced an $11.6 billion acquisition of Globalstar, a satellite communications provider. The transaction, expected to close in 2027, would give Amazon access to existing spectrum holdings and satellite infrastructure that could accelerate D2D deployment.

The Globalstar deal signals Amazon's commitment to building a comprehensive space-based communications network that integrates with its AWS cloud infrastructure, creating a vertically stacked offering from orbit to data center.

Kuiper Deadlines Loom

Amazon faces deployment pressures with the original Kuiper constellation. The FCC authorized 3,236 Kuiper satellites with a final deployment deadline of July 30, 2029. An interim milestone requiring 50% deployment by July 2026 was extended to 2028, providing some regulatory breathing room as the company manages two parallel satellite programs.

Market Implications

The direct-to-device segment has attracted intense interest from major telecommunications players. Beyond SpaceX, operators including Apple have partnered with satellite providers to enable emergency messaging capabilities on iPhones. Amazon's entry brings substantial capital resources and existing relationships with wireless carriers into the fray.

Analysts note that Amazon's combination of Kuiper broadband infrastructure, the pending Globalstar acquisition, and AWS integration could create a differentiated offering. However, technical challenges remain significant, particularly around battery drain, spectrum coordination, and achieving reliable coverage with satellites optimized for handheld devices rather than dedicated ground terminals.

The FCC will now review Amazon's application, a process that typically takes several months for complex satellite constellation proposals.
