Amazon filed an FCC application on July 24, 2026, seeking approval for a constellation of up to 5,105 satellites dedicated to direct-to-device connectivity. The network would begin deployment in 2028, allowing standard mobile phones to connect directly to space for voice, messaging, data, and emergency services without a satellite dish.

A Strategic Pivot for Project Kuiper

The filing marks a significant evolution in Amazon's Project Kuiper initiative. While the initial Kuiper constellation of approximately 3,200 satellites focuses on broadband internet delivered through ground terminals, this new "Leo" direct-to-device effort targets the consumer handset market directly. The move positions Amazon to compete with SpaceX's Starlink, which has already partnered with T-Mobile to offer direct-to-cell services.

Globalstar Acquisition Powers the Play

Amazon's D2D ambitions rest on its April 2026 agreement to acquire Globalstar's satellite network for approximately $11.6 billion, a deal expected to close in 2027. The FCC filing confirms Amazon plans to use Globalstar's spectrum for the new constellation. The acquisition brings an existing partnership with Apple: Amazon powers satellite services for iPhone and Apple Watch models, including Emergency SOS, Messages, Find My, and Roadside Assistance. The filing states Amazon plans to "collaborate with Apple on future satellite services using the expanded network."

Spectrum Requests Draw Attention

The application includes specific spectrum requests that reveal the technical scope of Amazon's plans. Within the United States, Amazon seeks to use Iridium-assigned spectrum in the 1618.725–1621.25 MHz band. Outside the US, the company requests permission to use L-band spectrum spanning 1518–1525 MHz and 1668–1675 MHz.

Why This Matters

By enabling direct-to-mobile service, Amazon removes the hardware barrier that has limited satellite connectivity to users willing to install fixed dishes. The technology could bring connectivity to billions of existing smartphones in dead zones, disaster areas, and remote regions. If approved, the 2028 deployment timeline would put Amazon in direct competition with Starlink's first-mover advantage in the direct-to-device market, intensifying the space race for ubiquitous connectivity.
