Amazon Seeks FCC Approval for 5,105-Satellite Direct-to-Phone Network
The e-commerce giant plans to launch a dedicated constellation by 2028, leveraging Globalstar spectrum and an existing Apple partnership.
Amazon filed an application with the Federal Communications Commission on July 24, 2026, requesting approval to deploy 5,105 low Earth orbit satellites for direct-to-device connectivity.
The proposed "Amazon Leo Direct-to-Device" system would beam voice, messaging, data, and emergency services directly to smartphones and IoT devices, bypassing traditional cell towers. Deployment is scheduled to begin in 2028, marking Amazon's expansion beyond its existing broadband satellite constellation.
Spectrum and Orbital Architecture
The network will operate using L-band and S-band spectrum tied to Amazon's planned acquisition of Globalstar, which would grant Amazon access to licensed spectrum cleared for satellite-to-device communications. The satellites would be distributed across five orbital shells at altitudes between 510 and 580 kilometers, according to the FCC filing.
This spectrum strategy positions Amazon to compete directly with SpaceX's Starlink Direct to Cell service. Industry outlets report that Amazon petitioned the FCC to deny SpaceX's application for a one-million-satellite constellation.
Apple Partnership Anchors Consumer Rollout
Amazon already has a foothold in the satellite handset market through an agreement with Apple to power satellite features including Emergency SOS, Messages, and Find My for supported iPhone and Apple Watch models. This existing integration could accelerate consumer adoption once the dedicated constellation becomes operational.
By combining Globalstar's spectrum licenses with its own satellite manufacturing and launch capabilities, Amazon aims to become a primary infrastructure provider for satellite-enabled smartphones rather than merely a connectivity reseller.
Remote Connectivity Gap
The initiative targets connectivity gaps in remote areas where terrestrial networks remain economically unviable. Emergency services stand to benefit significantly, as direct-to-device satellite capability eliminates dead zones that currently leave rural users and emergency responders without reliable communication options.
The FCC must now review Amazon's technical specifications, orbital debris mitigation plans, and spectrum coordination proposals before granting approval. The commission has been managing a surge of satellite constellation applications as multiple companies race to establish space-based connectivity layers.
