Egypt refers mobile operators to prosecution over unauthorized SIM registrations

The NTRA mandates biometric verification and halts corporate line activations following reports of identity fraud.

Egypt's National Telecom Regulatory Authority (NTRA) has referred the country's four mobile operators to the Public Prosecution. The move follows reports of SIM cards being registered in citizens' names without their knowledge or consent.

As part of the crackdown, the NTRA has ordered an immediate suspension of the sale and activation of new mobile lines issued through corporate registration systems. This halt applies to systems used by both private and government entities. To address existing vulnerabilities, operators are now required to implement biometric verification mechanisms via their electronic applications, allowing users to verify their identities and report any unauthorized lines registered to their data.

Regulatory Crackdown

The prosecution referral follows a wave of subscriber complaints regarding the misuse of personal data. In response, the NTRA conducted a two-day inspection to compile evidence for the criminal investigation. The regulator stated it "will not tolerate any breach of the rules governing the sale, registration and activation of mobile lines," framing the action as a necessary step to protect personal data and ensure the integrity of the national SIM registration process.

Industry Implications

This action represents a significant shift toward stricter accountability for regulatory negligence within Egypt's telecom sector. By eliminating corporate registration loopholes and shifting toward biometric authentication, the government aims to prevent the misuse of personal data for illegal activities. The move signals that the NTRA is prioritizing the prevention of identity fraud over the operational convenience of bulk corporate registrations.

Next Steps for Users

Operators must now notify users of lines registered through corporate systems via text message. These users are instructed to visit physical branches to sign new contracts in the actual user's name. Failure to complete this re-verification process will result in the permanent cancellation of the affected lines. The industry now awaits the outcome of the Public Prosecution's investigation into the four providers.
