EU Signs SpaceRISE Deal to Build IRIS² Satellite Constellation

The European Commission has finalized plans and signed formal agreements to build IRIS², a sovereign satellite broadband system designed to end Europe's reliance on foreign connectivity. The project has officially transitioned from the planning phase to a build order, with the first satellite launches and service deployment scheduled to begin in 2029.

The new constellation will consist of 348 satellites, comprising 330 in Low Earth Orbit (LEO) and 18 in Medium Earth Orbit (MEO). According to the European Commission and the European Space Agency (ESA), the system is engineered to provide high-speed broadband connectivity for private companies and European citizens, while simultaneously offering highly secure communications for governmental users.

The Push for Digital Sovereignty

For years, the European Union has relied heavily on non-European satellite providers—most notably SpaceX's Starlink—for secure communications and high-speed internet. This dependence created a strategic vulnerability, leaving critical infrastructure subject to the commercial decisions or political pressures of foreign entities. IRIS² is the EU's direct response to this gap, aimed at establishing "digital sovereignty" by creating a competitive European alternative in the LEO market.

To execute the project, the EU has formed a complex partnership involving the European Commission, the European Space Agency (ESA), and the EU Agency for the Space Programme (EUSPA). The actual construction and operation will be handled by the SpaceRISE consortium, which brings together three major industry players: SES, Eutelsat, and Hispasat.

National Security Implications

Achieving sovereign control over satellite broadband is viewed as a critical requirement for the EU's national security and overall resilience. By owning and operating the infrastructure, the Union mitigates the risk of service disruptions and protects against data interception by foreign actors. This ensures that sensitive government communications remain independent and secure, regardless of the geopolitical climate or the stability of third-party commercial providers.

Looking Ahead

As the project moves into the implementation phase, the industry will be watching the 2029 launch window to see if the EU can meet its accelerated timeline. While the core infrastructure is now authorized, the full operational capacity of the 348-satellite network will depend on the successful coordination between the SpaceRISE consortium and the various EU space agencies. The project marks a significant shift in Europe's approach to space, moving from a primary focus on scientific research and navigation toward the deployment of critical commercial and security infrastructure.
