Golden Bay Left Vulnerable by Single-Route Telecoms Infrastructure

A critical resilience gap in the telecommunications infrastructure of Golden Bay (Mohua), New Zealand, has left thousands of residents and visitors vulnerable to total communications blackouts. Project STRIM has warned that the region's reliance on a single point of failure creates a significant public safety risk during emergencies.
The region currently depends on a single fibre route crossing Tākaka Hill for the vast majority of its communications. According to Project STRIM, a previous backup microwave link has reportedly been retired, removing a key layer of redundancy. When this single fibre route fails, the impact is absolute: the region suffers a simultaneous loss of mobile coverage, landlines, internet, EFTPOS payment systems, and connected medical alarms. This vulnerability affects approximately 6,000 permanent residents and an additional 15,000 summer visitors.
The Rural Digital Divide
This infrastructure gap is a flashpoint in the ongoing debate over New Zealand's "rural digital divide." While some industry reports, including work by Flint Global, advocate for a technology-neutral approach—combining fibre, wireless, and satellite to reach the final 1.1% of isolated citizens—Project STRIM argues that coverage is not synonymous with resilience. The group contends that providing a signal is insufficient if the region lacks redundant backhaul paths to maintain that signal during a physical line break.
Public Safety Implications
The lack of redundancy shifts the burden of emergency preparedness from the state and providers onto individual households. In the event of a fibre cut, the region loses the ability to coordinate local welfare or process basic financial transactions. Most critically, the ability to contact emergency services via 111 is severed. While satellite-to-mobile technologies are emerging as a potential alternative, New Zealand's communications minister, Hon Paul Goldsmith, has confirmed that current satellite-to-mobile services do not yet support calls to 111.
"Satellite and wireless technologies are improving and absolutely have a role to play," a Project STRIM spokesperson stated. "But hoping future technology will eventually support 111 is not the same as having resilient community communications during an emergency."
Government Stance and Next Steps
The New Zealand government has signaled it will not intervene in the region's infrastructure design. Minister Paul Goldsmith confirmed that the government cannot compel private operators to make specific resilience investments in regional backhaul infrastructure, as network design and redundancy are considered operational matters for private companies. Furthermore, the government has no current plans to establish a telecommunications resilience fund to support community backup projects in Golden Bay.
Project STRIM maintains that while shared community action and household preparedness are vital, they cannot replace resilient physical infrastructure. The focus now remains on whether private operators will voluntarily address the Tākaka Hill vulnerability or if the region will remain dependent on a single thread of connectivity.
