Peoria Public Schools Spends $250,000 on Phone Pouches Ahead of State Mandate

Peoria Public Schools (PPS) is investing nearly $250,000 in restrictive device technology to create a phone-free learning environment. The initiative arrives as Illinois prepares for a statewide shift in how classrooms manage mobile devices.

The PPS Board of Education approved the purchase of up to 9,200 Yondr pouches to curtail student cellphone use. The total cost for the technology is approximately $246,000. These pouches physically lock phones away, preventing students from accessing their devices during the school day.

This local move anticipates a broader legal requirement. Governor JB Pritzker recently signed a law mandating that all public and charter school districts implement "bell-to-bell" cellphone restrictions. Under this legislation, districts must develop policies that limit phone access from the first bell of the morning until final dismissal. While the law is signed, it will not take full effect until the 2027-2028 school year.

The transition from individual district policies to a statewide mandate signals a growing consensus among policymakers that mobile devices act as a significant barrier to student learning. By implementing these restrictions early, PPS is establishing a financial and operational blueprint for other districts.
