The operation resulted in the arrest of a habitual pickpocket and two fences who coordinated the disposal of stolen mobile phones.
According to the Subway KNPU, the pickpocket specifically targeted passengers who had fallen asleep due to intoxication during late-night subway hours. Once the devices were stolen, they were passed through a broker to fences, who then arranged for the phones to be shipped overseas to avoid local detection. The suspects were eventually caught red-handed during a transaction, and the case was sent to the prosecution on September 4, 2026.
The Investigation
The crackdown followed a four-month investigation that began in May. The Subway KNPU launched the operation after receiving intelligence regarding a spike in phone thefts and the existence of a sophisticated network designed to process and export stolen electronics. To identify the suspects, investigators utilized a combination of extensive CCTV tracking and undercover surveillance to map the movement of the stolen goods from the subway platforms to the distributors.
Strategic Shift in Policing
This case underscores the persistence of organized contraband networks within Seoul's transit infrastructure. By moving stolen electronics quickly through brokers and out of the country, these rings minimize the risk of recovery and local identification.
