Telangana Cyber Bureau Busts Delhi Loan Scam Network

Authorities arrested 22 people in raids on a fraudulent call center that used Telugu-speaking staff to trick residents with fake loan offers.

The Telangana Cyber Security Bureau (TGCSB) has dismantled a sophisticated fraudulent call centre network operating out of Delhi that targeted residents of Telangana with fake loan offers. The operation culminated in coordinated raids across three locations, resulting in the arrest of 22 individuals.

Authorities targeted three call centres located in Delhi's Shiva Market, where they arrested 21 Telugu-speaking women—comprising 18 telecallers and three team leaders—alongside one bank account holder. During the raids, officials seized 23 mobile phones and two bank passbooks. The network had been active for approximately 18 months and is linked to 22 separate cybercrime cases reported across Telangana.

The Mechanics of the Fraud

According to TGCSB officials, the fraudsters employed a highly scripted process to impersonate representatives from Bajaj Finance. The scammers targeted victims by offering loans and then persuading them to pay various fabricated charges, including fees for loan processing, verification, documentation, and insurance.

To increase the success rate of the scam, the network specifically recruited Telugu-speaking women, including some natives of Telangana residing in Delhi. This linguistic alignment was used to build immediate trust with victims, making the fraudulent offers appear legitimate and reducing the likelihood of skepticism during the initial contact.

Industry Implications

This case underscores a growing trend in cybercrime where regional targeting and linguistic fluency are weaponized to bypass traditional security instincts. By mirroring the language and cultural markers of their victims, fraudsters can create a false sense of security that transcends standard digital red flags. The scale of the operation—spanning 18 months and dozens of victims—demonstrates how regional hubs like Delhi are being used to launch targeted attacks on specific state populations.

Next Steps

While the TGCSB has successfully neutralized the operational hubs in Shiva Market, the investigation remains active. Authorities are continuing to trace the flow of funds through the seized bank accounts and are working to identify further accomplices. The bureau has not yet confirmed the status of the operation's primary organizers, who remain a focus of the ongoing probe.
