Ukraine Mandates IMEI Declarations for Mobile Imports to Curb Grey Market
A new customs requirement led by the Bureau of Economic Security aims to recover 5 billion UAH in annual tax revenue.
Ukraine has implemented a mandatory requirement for importers to declare the unique International Mobile Equipment Identity (IMEI) codes of all mobile phones in customs declarations. The move is designed to eliminate "grey" imports and ensure strict tax compliance for consumer electronics entering the country.
Led by the Bureau of Economic Security (BEB) and the Ministry of Finance, the initiative has been formalized through a Ministry of Finance order registered by the Ministry of Justice. Under the new rules, importers must specify the individual IMEI code for every single mobile device within the customs declaration process. The BEB estimates that this increased oversight will generate approximately 5 billion UAH in additional annual revenue for the state budget.
The Fight Against Grey Imports
For years, the Ukrainian electronics market has been plagued by "grey" imports—devices brought into the country without the payment of proper Value Added Tax (VAT) and customs duties. This systemic evasion has created a distorted marketplace where legal retailers, who adhere to tax laws, are frequently undercut on price by competitors who avoid these costs. Legal electronics vendors have long advocated for a registration system to create a "white list" of legally imported devices to level the playing field.
Industry Implications
This policy represents a significant tightening of customs control over the consumer electronics sector. By tracking individual devices from the border, the government can now effectively identify smuggled goods that previously bypassed official channels. For the industry, this means a shift toward a more transparent supply chain where the origin and tax status of every device are verifiable. This is expected to provide a fairer competitive environment for legitimate businesses that contribute to the national budget.
Future Outlook
While the current focus remains on the border, the government is looking to extend this tracking further into the retail cycle. According to the BEB, there are plans to eventually require the IMEI to be displayed on fiscal receipts during the retail sale of devices. However, this subsequent step remains a planned objective and has not yet been implemented as a formal regulation. For now, the primary focus remains on the customs gateway to ensure all imported electronics are fully accounted for.
