Moving away from the modified 'trueSKY' tool utilized in Ace Combat 7: Skies Unknown, the developers built Cloudly from the ground up to provide greater technical flexibility. The new engine is integrated into a project built on Unreal Engine 5, aiming for a level of fidelity that exceeds previous entries in the series. According to Producer Manabu Shimomoto, the team determined that pushing visual expression to their desired level required more customization than existing third-party tools allowed.
