Cyprus Leads World in Per Capita Video Game Production
A new industry report reveals the island ranks first globally per capita for game companies and revenue, generating over €3.2 billion.
Cyprus has established itself as the world's most efficient hub for video game development on a per capita basis. According to the 'Cyprus Video Game Industry Report 2025' released by the Cyprus Game Makers Association (CYGMA), the island now ranks first globally per capita for the number of game companies, industry revenue, and mobile game installs.
The industry generated an estimated €3.2 billion in revenue for 2025, positioning Cyprus among the top ten markets in Europe. This total is split between mobile games, which accounted for approximately €1.8 billion, and PC and console titles, which brought in roughly €1.4 billion. The scale of this growth is evidenced by the workforce; the sector employs 4,320 people across 415 verified companies, representing a 200% increase in employment between 2019 and 2024. Additionally, Cyprus ranks third globally for mobile game downloads, trailing only China and Vietnam.
The Catalyst for Growth
Historically dependent on tourism, shipping, and financial services, Cyprus pivoted toward the digital economy starting around 2012. A primary driver of this shift was the introduction of the IP Box tax regime, which created a favorable environment for international studios to incorporate on the island. This policy coincided with the global surge in mobile gaming, allowing Cyprus to attract a high concentration of export-oriented developers.
Because many of these firms operated as international entities with minimal domestic footprints, the industry remained largely invisible in official datasets until the formation of CYGMA. However, the economic impact has been substantial, with the sector's contribution to the national GDP rising from 1.3% in 2019 to 3.3% in 2024. "By all three measures, Cyprus is the most efficient video game development country in the world today," said Andrey Ivashentsev, General Manager of CYGMA.
Market Strategy and Implications
The island's success is rooted in a sophisticated export-first strategy and a unique approach to distribution. According to Philenews, 86% of revenue from PC and console games is generated through sales outside of Steam, highlighting a direct-to-consumer expertise developed over the last decade. This independence from major third-party platforms has allowed Cypriot firms to maximize margins and control their sales models.
This transformation demonstrates how targeted tax policies and a focus on global markets can rapidly create a high-value tech cluster in a small geography. By leveraging the IP Box regime, Cyprus has successfully transitioned from a traditional service economy to a powerhouse of digital intellectual property.
The Talent Bottleneck
Despite the financial success, the industry faces a critical sustainability challenge regarding human capital. There is currently a severe mismatch between academic output and industry demand; local universities produce only three to six specialized graduates annually, while the sector requires between 100 and 300 entry-level hires to sustain its growth. Whether the island can scale its educational infrastructure to match its commercial success remains the primary question for the industry's next phase.
