Miami-Dade Pitches Rockstar Games to Turn City Into Real-Life 'Vice City'

Miami-Dade County officials have submitted a formal proposal to Rockstar Games to transform the physical landscape of Miami into a real-world version of "Vice City." The pitch aims to leverage the massive global anticipation for Grand Theft Auto 6 by turning public infrastructure into a large-scale marketing campaign.

According to reports from IGN and The Miamian, the county submitted a detailed pitch deck to the developer on June 29. The proposal outlines a series of high-visibility activations across the region. At Miami International Airport, the county suggested featuring a display aircraft wrapped in Vice City logos, alongside themed luggage carts and limited-edition luggage tags. The plan extends to public transit, proposing that Metromover cars be wrapped in Vice City colors and that Metrorail stations at Bayfront Park and Brickell receive dedicated branding.

Beyond transportation, the pitch includes a Port Gellhorn-inspired mural at PortMiami and a "family-appropriate" car culture event hosted at Tropical Park. The county also sought to tie the marketing partnership to long-term civic gains, pitching infrastructure improvements such as the installation of more bus shelters and the creation of a "radio lab" within a downtown library.

A New Model for Municipal Marketing

This proposal represents an unprecedented attempt at collaboration between a municipal government and a video game developer. While cities often partner with brands for tourism, the scale of this pitch would effectively blur the line between a virtual environment and physical public space. By offering up government facilities for commercial branding, Miami-Dade is attempting to capitalize on the game's status as one of the most anticipated entertainment releases in history.

Carlos Suarez, a spokesperson for Miami-Dade Mayor Daniella Levine Cava, noted that the county sees a "unique opportunity to generate revenue for the County while showcasing Miami-Dade to a massive audience," citing the city's clear influence on the game's design. However, the partnership carries a distinct irony: the county is offering its public image to a franchise famous for its biting satire of crime, corruption, and urban chaos.

The Path to Approval

Despite the ambition of the pitch deck, no formal agreements have been reached between the county and Rockstar Games. Suarez emphasized that nothing has been formally approved and that any potential activations would still need to undergo a rigorous review and approval process.

Industry observers are now waiting to see if Rockstar Games—a company known for its secretive nature and high-budget, controlled marketing cycles—will accept the offer. If approved, the project would serve as a case study in how digital intellectual property can reshape physical urban environments for commercial gain.
