To verify that a user is 18 or older, Steam now requires the addition of a valid Australian credit card to the account. According to reports from IGN and PC Gamer, this requirement is not limited to the purchase of R18+ titles; it is also necessary simply to view the product pages of these games. System messages from Steam explicitly state that users must add a credit card and then update their Mature Content Preferences to gain access. Notably, the system does not accept PayPal or standard bank debit cards for this specific verification process.

This shift is a direct response to the 'Age-Restricted Material App Distribution Services Code.' This Australian law, which took effect in March, mandates that online gaming platforms verify the age of their users before allowing access to R18+ material. The stakes for compliance are high, as the code allows for significant penalties. Platforms that fail to adhere to these verification standards face potential fines of up to AU$50 million.

Industry Implications

By limiting verification to credit cards, Valve has created a significant barrier for a substantial portion of the adult gaming population.
