Philippines deploys AI and XR to bridge critical healthcare gaps
The DOST-PCHRD is leveraging frontier technologies to modernize medical records and patient rehabilitation across the archipelago.
The Department of Science and Technology – Philippine Council for Health Research and Development (DOST-PCHRD) is implementing the Digital and Frontier Technologies for Health (DFTH) Programme to address systemic healthcare gaps. By integrating artificial intelligence, extended reality (XR), and intelligent tools, the initiative aims to modernize medical delivery in a region often hampered by limited resources.
Several high-impact projects are currently underway under the DFTH umbrella. The Augmented Experience E-health Laboratory (AXEL) at the University of the Philippines Manila has developed Immersive Gamification Technology Systems (ImGTS), which utilizes XR to support rehabilitation for patients with Alzheimer's and dementia, as well as children with cerebral palsy. Simultaneously, the National University of Manila is deploying the HealthPH project, which employs machine learning and natural language processing to track respiratory disease trends by analyzing social media data in English, Filipino, and Cebuano. For early childhood development, the University of Santo Tomas has introduced iSULAT, an intelligent system designed for handwriting assessment.
Modernizing Rural Infrastructure
These technological leaps are designed to function within the specific constraints of the Philippine landscape. A primary example is the eHATID LGU system, an Android-based electronic medical record system specifically engineered to operate offline. This capability is critical for remote areas with unstable internet connectivity. According to official DOST-PCHRD data, the system has been distributed to 426 local government units (LGUs) nationwide, with 990 local healthcare personnel trained to operate the platform.
Strategic Alignment and Impact
This digital push is aligned with the National Unified Health Research Agenda (NUHRA) and the Harmonised National Research and Development Agenda (HNRDA). The goal is to transition from fragmented care to a more inclusive and resilient healthcare system. Jaime C. Montoya, Executive Director of DOST-PCHRD, stated that science and technology are vital to building a "future-ready healthcare system across the country."
By focusing on locally-led solutions for low-resource environments, the Philippines is attempting to solve the "last mile" problem of healthcare delivery. The shift toward digitalization is intended to ensure that equitable access to care is not limited by geography, while also positioning the country as a contributor to the global health tech ecosystem through the development of specialized tools like the RxBox.

As the DFTH Programme expands, the focus remains on the scalability of these frontier technologies. The success of the eHATID rollout provides a blueprint for how offline-capable digital tools can be integrated into government infrastructure. Observers will be watching to see if the AI-driven monitoring of HealthPH can be scaled to other infectious diseases and whether the immersive rehabilitation tools of AXEL can be standardized for wider clinical use across provincial hospitals.
