Australia Launches 10-Year Defence Tech Strategy to Counter Regional Threats

The Albanese Government launched the 2026 Defence Innovation, Science and Technology (IS&T) Strategy on August 4, 2026, during the ADSTAR Summit in Adelaide. This 10-year blueprint aims to accelerate the delivery of innovative solutions and strengthen Australia's sovereign industrial base to maintain a strategic advantage in an increasingly volatile region.

The strategy identifies six critical capability priorities: artificial intelligence, quantum technology, autonomous systems, high-energy lasers, undersea warfare, and long-range fires and hypersonic weapons. To support these goals, the government highlighted specific critical platforms, including the Ghost Bat uncrewed aircraft and the Ghost Shark autonomous undersea vehicle. This roadmap aligns research directly with Defence capability requirements through deeper partnerships between government, industry, academia, and international allies.

Strategic Context

This initiative builds upon the 2024 IS&T Strategy and aligns with the 2026 National Defence Strategy and the Defence Industry Development Strategy. The shift comes as Australia's traditional geographic isolation is increasingly viewed as a diminishing asset, given the rising range and sophistication of regional military capabilities. To fund these advancements, the government previously committed a $53 billion increase in military spending over a decade, targeting a total of 3% of GDP by 2035.

The Shift to Asymmetric Warfare

The strategy signals a pivot toward asymmetric warfare and a culture of rapid experimentation. By prioritizing AI and autonomous systems, Australia seeks to ensure a "decision advantage" on the battlefield, responding to lessons from modern conflicts such as the war in Ukraine. Deputy Prime Minister Richard Marles emphasized that nations capable of innovating and adopting new technologies more effectively will hold the advantage, noting that technology is reshaping warfare at an unprecedented pace.

Admiral Mark Hammond, Chief of the Defence Force, stated that the strategy will allow the military to transition new technologies to personnel more quickly. He advocated for a balanced approach to risk and a "fail fast, learn faster" mentality to adapt to the changing environment. This sentiment was echoed by Chief Defence Scientist Professor Tanya Monro, who described the strategy as an evolution driven by a changing external environment rather than a revolution in internal policy.

Future Outlook

Moving forward, the focus remains on the integration of these six priority areas into active service. The success of the strategy will depend on the ability of the sovereign industrial base to scale the production of autonomous platforms like the Ghost Bat and Ghost Shark.
