BRICS Nations Adopt Chennai Declaration to Scale Global South Tech Cooperation
The 14th BRICS Science Ministerial Meet establishes new research networks and digital repositories to reduce dependence on Western scientific frameworks.
BRICS nations have unanimously adopted the 'Chennai Declaration,' a strategic framework designed to accelerate science, technology, and innovation (STI) cooperation across the bloc. Announced by Union Minister Dr. Jitendra Singh during the 14th BRICS Science Ministerial Meet chaired by India, the agreement marks a shift toward a more integrated and resilient scientific ecosystem for the Global South.
The declaration, also referred to as the Chennai Consensus, centers on a "people-centred and humanity-first approach" to technological advancement. According to the Department of Science & Technology (DST), the framework prioritizes sustainable development and social inclusiveness to improve the general quality of life across member states. Specific areas of cooperation identified in the agreement include artificial intelligence, high-performance computing, quantum technologies, biotechnology, health, climate, and sustainability.
Strengthening Research Infrastructure
To move beyond diplomatic dialogue and into operational outcomes, the bloc is introducing the BRICS Global Research Advanced Infrastructure Network, known as BRICS GRAIN. This initiative is designed to enhance researcher mobility and provide member nations with improved access to high-level research facilities.
Complementing this physical network is the development of the BRICS Science and Research Repository (BSRR). Positioned as a digital public good, the BSRR will serve as a comprehensive mapping tool for institutions, researchers, and datasets, allowing member nations to identify synergies and share data more efficiently. Dr. Jitendra Singh emphasized that India’s chairship theme of "Building for Resilience, Innovation, Cooperation and Sustainability" must translate into concrete partnerships and stronger research networks for young innovators.
Implications for the Global South
This shift toward shared infrastructure and digital public goods represents a strategic effort to democratize frontier technologies. By building independent networks like BRICS GRAIN, the member nations aim to make advanced scientific tools more affordable and accessible, effectively reducing their systemic dependence on Western-centric scientific frameworks. This autonomy is seen as critical for fostering independent technological growth and ensuring that STI outcomes are tailored to the specific needs of developing economies.
Future Outlook
While the Chennai Declaration establishes the broad architecture for future cooperation, the focus now shifts to the implementation of the BSRR and the operationalization of the GRAIN network. The bloc continues to expand its collaborative footprint, having already evolved to include 14 thematic Working Groups and multiple editions of the Young Scientist Forum and Young Innovators Prize. Observers will be watching for how these high-level commitments translate into joint patents, shared laboratory breakthroughs, and tangible improvements in public health and climate resilience across the member states.
