EIB Backs Wrocław Tech Innovation Park with PLN 600 Million Financing
The European Investment Bank and Wrocław University of Science and Technology are partnering to build a PLN 1.3 billion interdisciplinary research ecosystem.
The European Investment Bank (EIB) and Wrocław University of Science and Technology have signed a financing agreement to develop the Wrocław Tech Innovation Park LEM (Life, Energy & Materials). The project is a cornerstone of the university's strategy to evolve into a world-class interdisciplinary technical institution by 2030.
Under the agreement, the EIB has approved total financing of up to PLN 600 million, with an initial PLN 150 million already signed. The total project value exceeds PLN 1.3 billion, with the university securing more than PLN 700 million through its own funds and additional EU sources. This funding is provided via the EIB's TechEU programme and is backed by InvestEU guarantees.
The development comprises 15 separate construction investments, creating 46,800 square meters of new or modernized space. The centerpiece is the Health Tech Synergy Hub, a facility spanning approximately 21,300 square meters dedicated to the intersection of biology, medicine, and engineering. The goal is to create a shared environment for research, education, and technology implementation rather than a collection of isolated facilities.
Strategic Transformation
The park serves as a central pillar of the university's 2023-2030 transformation strategy. It is designed to complement the 'Excellence Initiative – Research University' (IDUB) program by providing the physical infrastructure necessary to attract international researchers and compete for prestigious grants, such as those from the European Research Council (ERC).
This project marks the sixth EIB financing agreement in Poland under the TechEU programme, which seeks to mobilize €250 billion to bolster Europe's technological autonomy. EIB Vice-President Marko Primorac noted that such innovation centers are crucial for developing new growth drivers and strengthening the economic resilience and competitiveness of Europe.
Industry Implications
By bridging the gap between academic research and industrial application, the park aims to enhance Poland's technological resilience within the EU. The focus on critical sectors—including AI, quantum technology, and life sciences—represents a shift toward an integrated ecosystem capable of accelerating the transition from lab to market. This investment is one of the largest in the university's history, signaling a move toward high-level interdisciplinary collaboration.

As construction progresses across the 15 planned investments, the university will focus on integrating its research capabilities to meet its 2030 strategic goals.
