EY Report: Policy Reforms Driving India's Commercial Space Economy

India is aggressively transitioning its space sector from a state-led monopoly to a commercialized ecosystem to drive broader economic growth. A new report from EY, titled 'From escape velocity to value: Innovate, govern and grow,' details how the nation is leveraging policy reforms to catalyze private entrepreneurship and global competitiveness.
According to the EY analysis, the current growth trajectory is primarily driven by the Indian Space Policy 2023, reforms implemented by IN-SPACe, and the operational ecosystem of NewSpace India Ltd. (NSIL). These frameworks are designed to lower barriers for private players, allowing them to participate in a value chain that spans from upstream manufacturing to downstream service delivery.
The Space Value Chain
To understand the shift, the report maps the sector into three distinct segments. Upstream activities focus on the development of satellites and launch vehicles. Midstream operations handle the ground segments and mission control. Downstream applications represent the final delivery of data and services, including Earth Observation, Satellite Communications (SATCOM), and Positioning, Navigation, and Timing (PNT) services such as NavIC.
EY highlights that downstream capabilities are already providing tangible utility across several critical sectors. Space-enabled data is increasingly supporting agriculture, logistics, and disaster management, while also playing a role in infrastructure planning, climate resilience, and general governance.
Economic Implications
This commercialization is not merely a technical evolution but a strategic economic move. By integrating space-enabled networks into both civilian governance and defense, India aims to build a more resilient economy. The ability to leverage domestic technical capabilities for commercial gain allows the country to compete more effectively on the global stage, turning scientific achievement into scalable industrial value.
The Path Forward
Looking ahead, the report identifies two critical levers for sustained growth: Space Domain Awareness (SDA) and expanded international cooperation. EY asserts that mastering SDA and strengthening global partnerships are essential keys to converting India's upstream technical capabilities into long-term economic expansion. The focus now shifts to how effectively these governance reforms can be scaled to support a growing fleet of private space startups.
