IHI, Kuva Space Partner on Sovereign Hyperspectral Constellation for Japan

Finnish-Japanese MoU targets persistent material-signature intelligence across East Asia with domestically produced satellites.

TOKYO — Japan's IHI Corporation and Finnish space-tech firm Kuva Space signed a Memorandum of Understanding on July 21, 2026, to develop a sovereign hyperspectral satellite constellation that detects material signatures invisible to conventional optical imagery.

The partnership will evaluate Kuva Space's constellation capacity and define requirements for a Japanese-owned hyperspectral system, potentially including domestic satellite manufacturing. The effort builds on a demonstration phase that began in November 2025 using Kuva Space's first-generation Hyperfield-1 satellites.

"A secure and resilient space capability is increasingly important for Japan's national security," said Atsushi Sato, Representative Director and President of IHI's Aero-Engine, Space & Defense Business Area. "Hyperspectral satellite data can provide insights that conventional imagery cannot, supporting both security and wider dual-use applications."

The MoU integrates hyperspectral sensing into IHI's broader multi-sensor sovereign Earth-observation architecture, which already includes synthetic-aperture radar (SAR), optical, infrared, and radio-frequency capabilities. IHI operationalized SAR data acquisition through a partnership with Finland's ICEYE in April 2026.

Kuva Space's second-generation Hyperfield-2 satellites, planned for launch starting in 2027, will extend spectral range into short-wave infrared and serve as the target platform for IHI's potential procurement. Approximately 20 Hyperfield-2 satellites could deliver daily coverage of 20 million km² across Japan and neighboring areas, while a 100-satellite constellation would enable sub-daily monitoring across East Asia.

"By combining IHI's multi-sensor strategy with Kuva Space's constellation model, this MoU defines a route from demonstration to persistent hyperspectral intelligence," said Jarkko Antila, CEO of Kuva Space.

The collaboration reflects deepening security and technology cooperation between Japan and Finland following a Joint Statement on Strengthening Cooperation in Dual-Use and Advanced Technology Fields signed during Vice-Minister Matsuo's visit to Finland on February 2-5, 2026, and announced by Japan's Ministry of Economy, Trade and Industry on February 10, 2026.

Hyperspectral imaging detects material signatures and anomalies—such as camouflage, decoys, or specific vessel types—that conventional imagery cannot identify. By establishing a sovereign capability, Japan reduces reliance on foreign data sources and enhances its ability to monitor economic security, environmental changes, and national defense across the Indo-Pacific region.

IHI has prior hyperspectral experience, having launched the IHI-SAT2 hyperspectral satellite in November 2025. Kuva Space plans to grow its total constellation to approximately 100 satellites by the end of 2030.
