NASA Seeks Partners for Lunar South Pole Infrastructure Accelerator

The NextSTEP-3 initiative targets private and academic partners to develop oxygen extraction and power systems for a sustainable moon base.

NASA has issued a solicitation for proposals to advance the critical technologies and infrastructure required to establish a sustainable human presence at the lunar South Pole. The initiative aims to close capability gaps in power, life support, and manufacturing to support long-term habitation.

Under the program officially titled NextSTEP-3 Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA), the agency is seeking partnerships with private industry, academic institutions, and non-profit entities. The solicitation, managed by NASA's Space Technology Mission Directorate (STMD), targets five specific technical pillars: vertical solar arrays, the extraction of oxygen from lunar regolith (in-situ resource utilization), radioisotope Stirling generators, in-space advanced manufacturing, and the production of innovative nanomaterials.

The Path to Lunar Sustainability

This effort is a core component of NASA's broader strategy to strengthen American leadership in space and prepare for future crewed missions to Mars. By first establishing a permanent base near the lunar South Pole, NASA can leverage the region's unique lighting conditions and the presence of water ice.

NASA is accelerating the development of key technologies to close critical gaps for long-term exploration. Partnering with industry will strengthen the U.S. industrial base as the agency matures the infrastructure needed for a sustainable lunar presence.

Reducing Earth Dependence

The shift toward in-situ resource utilization (ISRU)—specifically the ability to extract oxygen and manufacture materials directly on the Moon—is a strategic necessity. Reducing the reliance on Earth-based resupply chains is critical for long-term space habitation, as transporting every liter of oxygen and every spare part from Earth is prohibitively expensive and logistically risky.

By maturing these capabilities, NASA can significantly lower the cost and risk associated with deep-space exploration. The ability to produce essential life-support elements and structural materials on-site transforms the Moon from a destination for short-term visits into a viable staging ground for the solar system.

Next Steps for the Lunar Economy

NASA is now awaiting proposals from the global technical community to determine which partners will lead the development of these five technical areas. The success of the LEIA program will likely dictate the timeline for the first permanent lunar habitats.

Observers will be watching to see which private firms secure these contracts, as the transition from government-led research to industry-led infrastructure marks a pivotal shift in how the U.S. intends to maintain its presence in cislunar space.
