New Zealand pivots science funding toward advanced tech, risking research pipeline

The New Zealand government is overhauling its science funding model to prioritize "advanced technology," shifting millions of dollars away from fundamental research to drive commercial productivity. The move signals a strategic bet on immediate economic returns, but it has sparked warnings that the country is dismantling the very research pipeline required for long-term innovation.

To fund this transition, the government is redirecting $111 million over three years toward advanced technology and AI research. This capital is being sourced through significant cuts to other sectors: $56 million (a 22% reduction) from primary industries and the bioeconomy, $37 million from human and social health, and $18 million from environmental sustainability. As part of this consolidation, the Endeavour, Marsden, and Strategic Science Investment funds will now be managed by a single entity, Research Funding New Zealand.

A Shift Toward Commercialization

This pivot is led by Minister Dr. Shane Reti, who aims to address sluggish national productivity by focusing on "technology for prosperity." The shift is most evident in the Marsden Fund, which now requires 50% of grants to demonstrate a clear economic benefit. Furthermore, social sciences and humanities have been removed from the fund entirely.

These changes occur as New Zealand struggles to meet its own R&D targets. Current R&D spending as a proportion of GDP sits between 0.95% and 1.5%, trailing the government's 2% goal and falling far behind global leaders like Israel, which spends approximately 5.9%. Data suggests the innovation base is already narrowing; the number of businesses performing R&D recently fell 2.3% to 2,286, indicating that research is concentrating among a few larger players.

The Deep-Tech Dilemma

Industry experts argue that the government is ignoring the relationship between "upstream" discovery and downstream commercial success. Deep-tech startups rely on curiosity-driven research—work that often lacks an immediate commercial application—to create the breakthroughs that eventually become viable companies.

Dr. James Hutchinson, CEO of KiwiNet, noted that "game-changing innovation does not come from translation alone." Professor Richard Easther echoed this sentiment, suggesting that while governments often ask what fruits can be harvested from science, they have shown little interest in the health of the actual trees. By prioritizing immediate economic benefits, critics argue the state is effectively liquidating the foundation of its future tech ecosystem for short-term targets.

Future Outlook

As the government pushes forward with the New Zealand Institute for Advanced Technology, the scientific community remains skeptical about the sustainability of the funding levels. Researcher Priscilla Wehi described the attempt to create a more efficient science fund as trying to be "a Ferrari on tin can funding."

Observers will now watch whether the consolidation under Research Funding New Zealand can actually accelerate commercialization or if the loss of fundamental research in health and bioeconomy will create a permanent gap in New Zealand's ability to produce original, exportable technology.
