ONR Unveils 'FEED at Speed' Strategy to Bridge Naval Tech Valley of Death

The Office of Naval Research released its 2026 Science and Technology Strategy on July 22, 2026, introducing the 'FEED at Speed' framework to accelerate research transition from laboratory to fleet. The strategy directly targets the 'Valley of Death'—the persistent gap between prototype demonstration and formal procurement.

Five Pillars for Faster Transition

The framework rests on five pillars: Focus (mission-unique problems), Explain (naval relevance), Engage (breaking silos), Deploy (measuring success by fielded capability), and Speed (using AI to compress timelines). This shifts the success metric from prototypes to deployed systems, overcoming barriers that have prevented technologies from reaching sailors and Marines.

AI as Research Accelerator

ONR emphasizes using AI to conduct basic and applied research itself, accelerating discovery across domains from undersea systems to naval aerospace. Investment priorities span 11 primary focus areas, including AI and autonomy, supported by 63 subordinate research areas.

Seahawk as Proof of Concept

The Medium Displacement Unmanned Surface Vessel Seahawk, delivered to the Fleet in 2026, serves as the model for successful transition from experiment to operational asset. The MDUSV program demonstrates what ONR aims to replicate across other technology portfolios—particularly in unmanned and autonomous systems.

Renewed Urgency

'This S&T Strategy represents a commitment to discipline, focus and a renewed sense of urgency,' said Dr. Rachel Riley, Chief of Naval Research.

The strategy follows the White House OSTP report 'Science: A New Golden Age' by Kratsios, which recommended renewing the federal R&D enterprise. For naval innovators, the era of prototypes that never deploy is over; success will be measured by what reaches the fleet.
