Russia Pushes for BRICS Space Council to Pivot Away from Western Partnerships

Russia is spearheading a diplomatic push to establish a BRICS Space Council, aiming to formalize international cooperation in orbit among the bloc's member states. The initiative marks a strategic pivot away from Western-led space frameworks toward a multipolar orbital order.

Roscosmos head Dmitry Bakanov proposed the creation of the council during a meeting of BRICS space agency heads in Brasília, Brazil. According to Bakanov, the primary objectives of the council are to coordinate joint space projects and facilitate the systematic sharing of satellite data. This effort is designed to integrate the technical capabilities of emerging space powers, specifically focusing on deepening ties with partners like India and China to build independent data networks and infrastructure.

A Shift in Orbital Strategy

This move comes as Russia's relationship with the United States has reached a post-Cold War low following the invasion of Ukraine. The geopolitical rift has cast significant doubt on the future of the International Space Station (ISS), with the likelihood of its decommissioning growing. Consequently, Russia is aggressively seeking alternatives to U.S.-led collaboration to ensure its continued presence in space.

Central to this strategy is the Russian Orbital Station (ROS). Russia has already invited its BRICS partners to contribute a dedicated module to the project. Roscosmos leadership stated that such a module would allow BRICS countries to utilize low-Earth orbit to implement their own national space programs. The ROS is currently scheduled to launch its first module in 2027, with full completion expected by 2032.
