UK to integrate satellite climate intelligence into spatial planning

Space4Climate and the Digital Task Force for Planning (DTFP) have entered a two-year strategic partnership to embed earth observation and climate intelligence into the UK's spatial planning processes. The collaboration aims to shift satellite-derived data from the realm of pure science into practical regulatory decision-making for cities, infrastructure, and the natural environment.
Formalized through a Memorandum of Understanding (MoU), the partnership focuses on research, innovation, and education to better address environmental risks, including biodiversity loss and flooding. The initiative will be publicly launched on 13 October 2026 at an event titled 'From Space to Place' at The Building Centre in London. The collaboration brings together Space4Climate, a not-for-profit community of industry, academic, and government members, and the DTFP, which receives funding from the Ministry of Housing, Communities and Local Government (MHCLG).
Bridging the science-policy gap
This initiative arrives as the UK faces intensifying pressure to adapt both urban and rural planning to the accelerating effects of climate change. Historically, high-resolution climate science and Earth Observation (EO) data have remained largely within academic or specialized scientific circles, often disconnected from the local authorities and planners responsible for land-use decisions. By bridging this gap, the UK seeks to move toward a more evidence-based model of place-based decision-making.
Beth Greenaway, chair of Space4Climate and head of earth observation delivery at the UK Space Agency, stated that the partnership allows the organizations to bridge the gap between climate science, earth observation technologies, and the planning decisions that shape communities and environments.

The systemic integration of satellite data into spatial planning could fundamentally alter how the UK assesses environmental risk. By utilizing real-time and historical climate intelligence, planners can develop more accurate assessments for extreme heat, land use, and flood risks.
