Việt Nam is integrating interdisciplinary science, technology, and digital transformation to accelerate its transition into a strong maritime nation. This strategic shift aims to modernize how the country manages its extensive coastline and secures its interests in the South China Sea.
On August 21, 2026, the Ministry of Science and Technology and the Việt Nam Academy of Science and Technology (VAST) jointly organized a national workshop in Khánh Hòa province to outline the implementation of this vision. The initiative is formally grounded in Resolution No. 20-NQ/TW, which was adopted by the Party Central Committee on July 28, 2026.
A Knowledge-Based Approach
During the proceedings, Minister of Science and Technology Vũ Hải Quân stated that the path to mastering the sea requires a foundation of knowledge, data, technology, and innovation. The government is moving away from fragmented research in favor of a cohesive, tech-driven strategy to manage marine resources and security.
To operationalize this, VAST Vice President Trần Tuấn Anh proposed four strategic priorities. These include the adoption of an interdisciplinary research approach and a transition toward large-scale national strategic programs. Crucially, the plan calls for the development of marine data as strategic national infrastructure, highlighted by the creation of a "Digital Twin Ocean"—a virtual replica of the marine environment used for simulation and planning. Finally, the strategy seeks to establish a comprehensive national marine research ecosystem.
