Viet Nam Proposes Global Space Network to Boost Regional Resilience

General Secretary and President To Lam proposed the creation of a global "space for development and resilience" network on September 10, 2026, to foster international cooperation in aerospace technology. Speaking at the International Space Summit in Paris, To Lam outlined a vision where shared space data drives economic growth and enhances disaster resilience.

Attending the summit at the invitation of President Emmanuel Macron, To Lam proposed that the network involve Viet Nam, France, the United Nations, ASEAN, and other global partners. The initiative aims to link research, training, and investment, with Viet Nam offering to serve as a connectivity hub for Southeast Asia. The summit, which gathered representatives from approximately 130 countries, focused on the intersection of the space economy, security, and governance. During his address, To Lam emphasized that "the ultimate measure of progress lies in the value it brings to people and the Earth."

A Strategic Shift Toward Technology Diplomacy

This proposal is part of a broader shift in Viet Nam's foreign policy known as "technology diplomacy." By integrating science and technology cooperation as a spearhead for national growth, Hanoi is moving beyond traditional diplomatic engagements to focus on strategic sectors including AI, cybersecurity, and aerospace. This approach is intended to ensure national autonomy while deepening integration into the global digital economy.

Viet Nam has identified aerospace technology as a critical strategic priority. The government is currently focusing on three primary pillars: achieving self-reliance in technology and data, developing a comprehensive space economy ecosystem, and improving institutional governance to manage these high-tech advancements.
