Vietnam and France Launch High-Tech Pact for Nuclear Science and Semiconductors
The University of Science and Technology of Hanoi and France's CEA partner to bridge critical workforce gaps in energy and semiconductors.
Vietnam and France have formalized a strategic partnership to accelerate the development of high-skilled human resources in nuclear science and semiconductor technology. The agreement, exchanged during an official visit to France by General Secretary and President Tô Lâm, marks a shift toward concrete technical implementation between the two nations.
The University of Science and Technology of Hanoi (USTH) and the French Alternative Energies and Atomic Energy Commission (CEA)—specifically its INSTN and DRF research units—have agreed to cooperate on research and technology transfer. Key focus areas include nuclear science, new energy, hydrogen, and semiconductors. As part of this immediate rollout, an International Research Project on Hydrogen (IRP Hydrogen) launched on February 17, 2025. This project involves 26 researchers from both countries and is scheduled to run through 2029.
Strategic Alignment
This cooperation is a continuation of a broader diplomatic trajectory, following a memorandum of understanding signed in June 2025 during a visit to France by Prime Minister Phạm Minh Chính. Domestically, the initiative aligns with Vietnam's Politburo Resolution No. 57, which mandates breakthroughs in innovation, science, technology, and national digital transformation. This policy shift has created an urgent domestic requirement for personnel capable of mastering strategic technologies to drive the country's industrial evolution.
Closing the Talent Gap
The partnership provides Vietnam with direct access to French expertise in sectors where France maintains global leadership. By establishing formal training pipelines, Vietnam aims to resolve a critical shortage of high-tech engineers. A primary pillar of this effort is the planned arrival of INSTN experts at USTH by January 2027. These specialists will launch the university's first-ever nuclear science and engineering course, catering to both undergraduate and postgraduate students.
Future Outlook
According to the Vietnam News Agency, the exchange translates the Vietnam-France Comprehensive Strategic Partnership into tangible actions for innovation and workforce training. While the hydrogen project is already underway, the success of the partnership depends on the integration of French curricula into the Vietnamese academic system by 2027. Observers will monitor the expansion of these joint doctoral programs and the subsequent impact on Vietnam's energy transition and semiconductor manufacturing capabilities.
