Vietnam Proposes Global 'Space for Development' Network at Paris Summit
President To Lam advocates for a multilateral data-sharing hub to bridge the technological gap between emerging and established space powers.
Vietnam has proposed the creation of a global "space for development and resilience" network to foster sustainable economic growth and data sharing. The initiative, unveiled by General Secretary and State President To Lam on September 10 during the 2026 International Space Summit in Paris, seeks to integrate the efforts of Vietnam, France, the United Nations, ASEAN, and other international partners.
The proposed network is designed to share critical space data for development and strengthen global capabilities for maintaining a safe space environment. According to the proposal, the framework would connect research, training, and investment to expand the global space economy. As part of this ambition, Vietnam has offered to serve as the primary connectivity hub for the network within Southeast Asia.
A Framework for Governance
The proposal comes amid growing global concerns over space debris and the militarization of orbit. The 2026 International Space Summit, initiated by French President Emmanuel Macron, brought together stakeholders from approximately 130 countries to discuss the sustainable use of space and the expanding role of the private sector. Within this context, President To Lam outlined five core principles for multilateral space governance: the preservation of space for peaceful purposes, centering activities on human and planetary development, upholding the UN Charter and international law, ensuring equal access to technology, and promoting responsible, sustainable use.
President To Lam emphasized that "outer space should become an area of cooperation rather than a domain of competition and polarisation among major powers," adding that "the ultimate measure of progress is the value it brings to people and the Earth."
Strategic Ambitions
This diplomatic push signals Vietnam's intent to transition from a mere user of space technology to a regional leader. Domestically, Vietnam is focusing on strengthening its technological and data autonomy, improving governance institutions, and developing a comprehensive space economy ecosystem. The relationship between Vietnam and France already provides a blueprint for such cooperation, with the VNREDSat-1 satellite project cited as a notable example of successful bilateral space collaboration.
By advocating for a multilateral framework, Vietnam aims to bridge the technological divide between emerging nations and established space powers. The goal is to ensure that space applications directly support climate resilience and the United Nations' Sustainable Development Goals (SDGs).

While the proposal establishes a vision for a Southeast Asian hub, the next phase depends on the willingness of the UN and ASEAN to formalize the data-sharing protocols.
